SafeBridge Insurance opens a Russian-, English- and Ukrainian-speaking quoting desk for owner-operators, hot shot and auto-hauler startups, addressing the filing gap that leaves more than 20,000 new FMCSA applications without insurance on file.

JERSEY CITY, N.J., September 12, 2026. SafeBridge Insurance, a trucking insurance practice led by licensed producer Dmitry Borovoy, has opened a bilingual quoting desk for new and immigrant-owned motor carriers in New Jersey, New York, Pennsylvania, Florida, Texas and 14 other states.

The launch targets a specific bottleneck. According to a TruckerNavi analysis of FMCSA registration data published September 10, 20,005 pending carrier applications had no liability insurance on file, 14,298 of them (71.5 percent) also lacked a process-agent filing, and 3,067 had already passed the 90-day window after which an application is dismissed. An operating authority does not become active until an insurer files proof of coverage, so for most first-time carriers the insurance quote is the last gate between paperwork and the first load.

“Most of these owners are not uninsurable. They are unquoted,” said Borovoy, who holds property and casualty producer licenses in 19 states, including a broker license in New York. “They fill out a form in their second language, an underwriter asks three questions by email, nobody answers, and the file dies. We take the intake in the owner’s language, check the FMCSA record before anything is submitted, and send a six-item list instead of a twelve-page application.”

SafeBridge places primary auto liability with federal filings, physical damage, cargo and general liability with A-rated national trucking carriers, including markets that accept new ventures, hot shot operations and auto haulers of up to five units. Intake is handled in Russian, English and Ukrainian, and a complete submission is typically answered within one to two business days.

The desk grew out of TruckerNavi, Borovoy’s FMCSA compliance service, whose clients kept losing weeks between receiving a USDOT number and finding an insurer willing to file. Borovoy’s analysis of stalled applications was published as a Perspectives column in Commercial Carrier Journal on August 31.
