The signing ceremony was held on September 3 in Ciudad del Este, Paraguay, with the participation of Ainocean, its Paraguayan subsidiary ASTI Energy, and local partner ASTI Comercial &amp; Negocios S.A.<\/p>\n<p style=\"text-align: justify\">PTI is the specialized institution responsible for the technology and innovation sector of ITAIPU Binacional, one of the world&rsquo;s largest hydroelectric power plants, and is a leading Paraguayan think tank driving sustainable regional development and industrial competitiveness. Following a visit by Ainocean CEO Scott Kim to PTI in July and subsequent discussions between the two parties, the agreement establishes cooperation in technology research, talent development, project development, and investment, with specific initiatives to be pursued through separate agreements for each project. Ainocean will provide technology and investment, ASTI Energy will oversee local execution and operations, while ASTI Comercial will manage institutional coordination and infrastructure at PARKTEC NARANJAL PY, the industrial complex designated as the data center site.<\/p>\n<p style=\"text-align: justify\">Through this agreement, Ainocean has established cooperation with MEC, which is responsible for educational curricula and data governance, and PTI, which will contribute to talent development and local execution. Discussions are also underway with the Ministry of Industry and Commerce (MIC), which oversees site development, tax benefits, and permits, and the National Electricity Administration (ANDE), which is responsible for power supply.<\/p>\n<p style=\"text-align: justify\">Scott Kim, CEO of Ainocean, said, &ldquo;AI infrastructure projects require three elements to come together simultaneously: electricity, demand, and government commitment. The pilot program, launched in April through a tripartite agreement involving MEC and the Municipality of Naranjal, will be expanded across the Alto Paran&aacute; region, with the goal of reaching half of Paraguay&rsquo;s middle and high school students&mdash;approximately 280,000 students&mdash;within three years.<\/p>\n<p style=\"text-align: justify\">For Ainocean, the AI Tutor is both an education initiative and the first confirmed source of demand for its AI data center business. The company plans to work with the government to access educational data protected to standards comparable to those applied to healthcare and financial data, and to build infrastructure on top of that foundation.<\/p>\n<p style=\"text-align: justify\">Scott Kim emphasized, &ldquo;We are not simply building the best AI Tutor. We hope that this cooperation, which began in Naranjal, will become an opportunity to provide quality educational opportunities to more students across the Alto Paran&aacute; region.&rdquo;<\/p>\n<p style=\"text-align: justify\"><strong>\u25a0 South America&rsquo;s First Educational AI Data Center, Up to 1 GW&hellip; &ldquo;AI Infrastructure Without Concerns About Computing Power&rdquo;<\/strong><\/p>\n<p style=\"text-align: justify\">The core asset of the project is an Educational AI Data Center (Educational AIDC) to be built at PARKTEC NARANJAL using clean hydroelectric energy from the Itaipu Dam. The facility will be optimized for educational inference tasks such as responding to student questions and recommending personalized exercises.<\/p>\n<p style=\"text-align: justify\">The infrastructure will adopt a heterogeneous computing architecture combining NVIDIA GPUs for model training with locally developed NPUs for large-scale inference. Through an &ldquo;Open Token Layer,&rdquo; which uses standard open APIs to make low-cost educational tokens accessible to everyone, the project aims to prevent the cost of generative AI usage from becoming a barrier in educational environments.
