(PATL), a Hong Kong-based private aviation consulting firm, has completed engagements spanning six continents, working with aircraft owners, operators, FBO’s, handling agents and corporate flight departments on operational setup, IS-BAH implementation, IS-BAO audits, aircraft sourcing and multi-registry regulatory compliance reviews and advice. The firm, headquartered in Hong Kong, was founded with an explicit focus on Asia-Pacific. As of May 2026, client engagements now extend across 13 countries or territories outside the region.<\/p>\n

PATL’s work spans the full arc of a private aviation operation: from initial costing architecture for self-managed flight departments and AOC compliance structuring for operators through IS-BAO audit preparation at Stages 1, 2 and 3. PATL structures each engagement around the specific fleet, base locations, and registry combination a client operates under rather than applying a standard template.
